Let's see what suggestions I have:

• It is forbidden to post porn. It is also forbidden to link to a porn site.
•• It is also forbidden to post a link to a site with the specific intent that the site will link to porn.
••• If the intention is stated to be to lead other posters to porn, it is forbidden with daisy-chaining of links towards porn, regardless of how many steps it takes (Ponychan screwed up on a rulebook exploiter of this part once).
• It is forbidden to make grave insultments towards a specific poster. Punishable by regular bans, starting at two hours.
• It is not punishable for a thread to stray away from a sub-board's intended topic. If it's a noticeable case of derailing or misaiming a thread, the thread will be moved to a more fitting sub-board.
• Blood as a result of strong violence, will get the picture deleted, and will lead to bans upon repeat offences.
• It is allowed to criticize the actions of the mods (Whether it's the mod crew as a whole or specific mods will depend on how Fillychan's mod system will work).
• Age limit: Either 13 or 15, depending on the overall ruleset as a whole.

Is this a good enough start?

Let's see, rules are supposed to act a force to keep the situation at the condition the site owner wants it to be.

The things of interest are illegal content, SFW/NSFW content, spamming, flooding, flame, hacking, off the top of my head.

And this is what happens when you get interrupted midpost for 30+ minutes by outer forces.

Rules should be board specific. And having a set of Nazi-tier rules is retarded at best. If I can't blatantly call people faggots, we might have an issue.
Also, the link to porn rule is dumb. Sometimes it's relevant to the discussion and if the image is not being directly posted on a worksafe board, there should be no issue.

Yep, the software supports IP bans, deletion of all posts by an IP, ban reasons, ban durations, all that kind of stuff. That's good. The report field is kinda hidden away near the bottom, which is bad. I'll see if I can make it a button instead. (Is there a Filly Funtasia "you got B&"-image I can add to the ban page?)

I guess a compromise could be to require you to indicate that a link is NSFW when posting it so nobody clicks it accidentally? And that if the thread's whole purpose is to post NSFW stuff, it should be moved to an NSFW board instead.

Perhaps there's indeed a decent point there, but a discussion on whether Bella's bird speak makes the birds sentient, should in my eyes not be answerable with a link to xxxxxxGiantFutaHippogriffs666rektxx, or anything like that.

Well, in that case I guess it's kinda obvious that the link is going to be NSFW. But ambushing people with surprise NSFW content is kinda shitty which is why I think it's reasonable to require some kind of NSFW warning when posting an NSFW link. Doesn't have to be more complicated than writing "(NSFW)" after the link. Just a suggestion though.

I have a question. Are pictures that include Fillies near stuff such as alcohol or cigarettes bad? Like, I'm referring to if there were such a case that a character would be joked about for being involved in drugs, like in the case of MLP's Berry Punch, a no-no and too explicit? It's fine if it is, I don't think I'd post anything about it anyways personally. Just a thought that came up.

Although I'm not a mod, and that I can say that Fillychan at the time of writing simply does not have an actual ruleset, it would have been overly strict in my eyes if there had been rules on pics with alcohol, tobacco or drugs.

Back on Ponychan (all of it 13+ rated), I saw pics of Berry Punch being drunk virtually every day for a year, and some pics and comics of being high, and so I cannot really connect drunkard pictures to explicitness. I also find the humour in things like Smoke Weed Everyday videos, getting wasted in Red Dead Redemption, or weird old tobacco advertisements. I'd never use any of those drugs myself, but I find it pretty fun as long as it's not a poster or an IRL close person himself who intake the drugs.
